PADANG — PT Semen Padang has disbursed initial funding of Rp1.29 billion for 35 community empowerment programs in 12 urban villages (kelurahan) and the Teluk Bayur area of Padang, West Sumatra. The corporate social responsibility (CSR) funds are channeled through the Basinergi Mambangun Nagari (BMN) program using a bottom-up approach.
The program runs through the Forum Nagari and the Saiyo Sakato Resource Management Group (KPS). Residents are involved from planning through management, so the programs that emerge truly match needs on the ground.
“The Forum Nagari is a platform for residents themselves to determine their potential and the solutions to their needs.”
Win Bernadino, Corporate Secretary of PT Semen Padang
According to Win, the success of empowerment is measured not by how much money is disbursed, but by communities’ ability to manage programs and benefit from them independently.
From a “Thousand Chips Village” to Scholarships
The programs are diverse, covering productive economy, job skills, infrastructure, education and social and cultural preservation. Among them:
- Batu Gadang (Rp112.1 million): the Kampung Seribu Keripik (Thousand Chips Village) MSMEs, madrasah operations and local arts and culture.
- Banda Buek (Rp111.93 million): seed and feed for ornamental fish, catfish and tilapia, native chicken egg hatching, and MSMEs.

Forum Leaders Get Training
To ensure programs are transparent and well targeted, Semen Padang also trained leaders of the Forum Nagari and Community Empowerment Forums from 12 urban villages in three districts at the company’s training center on 22–23 October 2026. The training covered governance, program administration, and mapping residents’ potential and needs.
“Amid governance challenges and increasingly complex community needs, the best investment we can make is in human resources through capacity-building training like this,” said Hernes, head of PT Semen Padang’s CSR unit, as quoted by Langgam.id. He stressed that CSR funds through BMN must benefit the community as widely as possible, not just a few people.
Novial, head of the Koto Lua Community Empowerment Forum, welcomed the training and hopes similar sessions will continue so every BMN program brings greater benefits to residents.
The Forum Nagari was initiated by PT Semen Padang through a declaration in Bukittinggi on 31 January 2015. It brings together socio-economic institutions, the Kerapatan Adat Nagari (customary council) and grassroots community members around the company’s operational area.
