MANADO — PT Bank Pembangunan Daerah Sulawesi Utara Gorontalo (Bank SulutGo/BSG), the regional development bank of North Sulawesi and Gorontalo, held an Extraordinary General Meeting of Shareholders (RUPS LB) on Thursday, 29 October 2026. The meeting focused on reorganizing the bank’s management to comply with Financial Services Authority (OJK) regulations.
The meeting was attended by North Sulawesi Governor Yulius Selvanus as controlling shareholder, Gorontalo Governor Gusnar Ismail, North Sulawesi Deputy Governor Johannes Victor Mailangkay, regents and mayors from both provinces, PT Mega Corpora, and the Bank SulutGo Employees’ Cooperative. Shareholder attendance reached 97.59 percent.
Following Up on the OJK Assessment
The meeting followed up on OJK letter No. S-264/KO.163/2026 regarding the appointment of management and the composition of the board of directors. An earlier extraordinary meeting on 10 February 2026 had appointed Rudiyanto Katili as Director of Funds and Treasury. However, following OJK’s fit and proper assessment, that appointment had to be revisited.
“We were given 30 days to hold the shareholders meeting and set a new director candidate,” said Governor Yulius Selvanus.
The Meeting’s Decisions
- Cancelled the appointment of the Director of Funds and Treasury made at the 10 February 2026 meeting, in line with OJK’s assessment.
- Named two candidates for Director of Funds and Treasury, Rudiyanto Katili and Iskandar Mojo, to undergo OJK’s assessment process.
- Assigned President Director Revino Pepah to concurrently serve as Director of Funds and Treasury until the fit and proper results for both candidates are out.
- Agreed to draw up an action plan to adjust the number of commissioners and directors in line with OJK Regulation (POJK) No. 17 of 2023 on Governance for Commercial Banks.
- Renamed three director posts: Compliance Director became Director of Compliance and Risk Management; Operations Director became Director of Services and Technology; and General Affairs Director became Director of Finance and Human Capital.
“Revino Pepah holds the position temporarily while we wait for the fit and proper test results for the two candidates,” Yulius said.
A Growing Regional Bank
The reorganization comes as Bank SulutGo continues to grow. According to audited financial statements as of 31 December 2025, presented at the annual shareholders meeting in February, BSG’s total assets reached Rp23.67 trillion, loans Rp16.54 trillion, and net profit Rp386.78 billion—up from Rp300.63 billion in 2024 and described as the highest in six years.
INAKOR: Evaluate the Commissioners Too
Responding to the meeting, Rolly Wenas, North Sulawesi chair of the anti-corruption NGO INAKOR, welcomed the restructuring of the board of directors but said reform should not stop there. He called for the effectiveness of the Board of Commissioners’ oversight, including the President Commissioner, to be evaluated objectively on professionalism, integrity, independence, and regulatory compliance.
“Attention should not be focused only on the directors,” Rolly said. INAKOR also urged stronger internal oversight of lending, procurement, and CSR programs. Rolly stressed that INAKOR’s stance is a form of public oversight, not an accusation against any particular official. “We are not asking for an evaluation based on prejudice,” he said.
As a bank owned by regional governments, Bank SulutGo plays an important role in the economies of North Sulawesi and Gorontalo, serving local governments, businesses, and communities down to the village level. Sound governance is key to maintaining customer trust.
